International Law and the World Bank's Conflict Resolution System

International conventions establish that a minimum standard for due process
before the law provides access to a competent, independent and impartial
tribunal in the determination of a person?s rights, the right to an appeal and
to legal representation.  World Bank and UN anti-corruption programs that
address this issue also recognize an independent judiciary as the cornerstone of
the rule of law in any setting.  But like all intergovernmental organizations,
the World Bank itself suffers from a structural conflict of interest in matters
of internal justice.  Because the Bank enjoys sovereign immunity in labor and
employment disputes, this shortcoming is especially critical.  The internal
justice system at the Bank lacks organizational independence and as a result, in
a dispute, management can easily become both the defendant and the judge.

This panel will explore the issues that must be addressed by an effective reform
of the Conflict Resolution System, drawing on recommendations made by
specialists in international law.  The need to establish a fair, autonomous and
credible justice system to which staff members may appeal for relief is
increasingly pressing.  Panelists will discuss questions of confidentiality in
investigations, whistleblower and witness protection, and the ways in which an
autonomous and impartial hearing can be established even when the justice system
is internal to an institution.

planner by training, she focuses on governance issues, particularly
decentralization and the effective involvement of civil society in urban
government.

Beatrice Edwards works toward effective whistleblower protection policies and
internal justice systems at intergovernmental organizations.  She has also
served as a Senior Specialist for Social and Economic Affairs at the

Attorney, Washington, D.C.
Thad Guyer, a specialist in international litigation.  Mr. Guyer is an attorney
in private practice who has argued successfully numerous cases at the United
Nations Appeals Tribunals, the World Bank and Multi-Lateral Development Banks
Tribunals.  He has also served as an attorney at the United Nations War Crimes
Tribunal.  Mr. Guyer was formerly the General Counsel and Litigation Director at
the Government Accountability Project.

Colin I. Bradford, Jr. is a nonresident senior fellow in the Brookings
Institution?s Global Economy and Development program.  Previously he was chief
economist at the U.S. Agency for International Development, and he has also held
senior positions in the OECD, World Bank, the U.S Treasury Department, and the
U.S. Senate.  He taught at Yale University for ten years and at American
University for six years as well as at Georgetown University and at the Johns
Hopkins School for Advanced International Studies. Over the last ten years, he
has played significant roles in the development of the Millennium Development
Goals.

Johannes F. Linn
Executive Director of the Wolfensohn Center for Development & Senior Fellow at
Brookings Institution
Johannes F. Linn is the executive director of the Wolfensohn Center for
Development and a senior fellow in the Brookings Institution?s Global Economy
and Development program.  During 1991-95 he was a vice president of the World
Bank, first for Financial Policy and Resource Mobilization and subsequently for
Europe and Central Asia.  In previous years starting in the 1970s he served as
an economist in many areas of the World Bank, including as staff director of the
World Development Report 1988 on public finance.  He has recently been the
director of the UNDP Human Development Report on regional cooperation in Central
Asia.

Senior Advisor, Poverty Reduction and Economic Management Network, World Bank
Amar Bhattacharya is a key spokesperson on the Bank's financial architecture and
how the Bank works with the International Monetary Fund. Since joining the Bank
in 1979, he has had a long-standing involvement in the East Asia region,
including as division chief for country operations in Indonesia, Papua New
Guinea and the South Pacific, and chief officer for country creditworthiness. He
was team leader of a special World Bank study that examined the policy
implications of private capital flows and financial integration for developing
countries, and was part of the Bank's senior team focusing on the East Asia
crisis.

Director of the Development Economics Data Group, World Bank
The Data Group maintains the World Bank's major economic and social databases
and publishes the annual World Development Indicators, the World Bank Atlas, and
Global Development Finance (volume II). The Data Group is also the focal point
for the World Bank's support for statistical capacity building and follow up to
the Marrakech Action Plan for Statistics, which provides a road map for
improving global statistics involving many partners, users, and producers. Ms.
Badiee is a member of a number of statistical coordination groups and works
closely with key partner agencies on raising the profile of better statistics
for managing development results, harmonization of statistical work, and support
for capacity building to developing countries.  Ms. Badiee is a lead manager of
the International Comparison Program (ICP).

Eric Swanson's responsibilities include the production of the World Development

Dita Smith originates the contents of graphics for the foreign section, works on
the general concept and then cooperates with the art department in completing
the piece. Some graphics accompany stories by their overseas correspondents, in
which case she also works with the correspondents. Other graphics, particularly
full-page graphics that explain an entire country, problem or event, stand by
themselves, and for those she does the research, reporting and writing before
working with a graphic designer. Ms. Smith has worked as the graphics editor for
the foreign desk for 10 years. Before that she was an editor at the Post and the
Washington Star. She started out as a reporter for Reuters in Europe.

Desmond Spruijt
Managing Director, Mapping Worlds
From 1993 until 2004 Desmond Spruijt worked at the Amsterdam Fund for the Arts,
advising the board on policy development, managing communication affairs and
realizing web projects and publications. During those years Mr. Spruijt was also
active as a visual artist and he ran a small publishing company.  In 2004
Desmond Spruijt shifted to the international perspective and founded Mapping
Worlds, a map studio to strengthen communication on world affairs.  Mapping
Worlds aims to blend innovative cartography, information technology and visual
design into effective applications. Clients include the World Bank, the UN
Population Division, UNFPA and Oxfam.

Under Dirk Koehler?s direction the World Bank?s Office of the Publisher launched
the World Bank?s African Publishing Initiative (1998), an effort to support

data bases, and Publishing for Impact (2005), an annual conference for

Water is set in the holy city of Varanasi, on the Ganges, in the 1930s, during
the rise of Mahatma Gandhi and his independence struggle from British colonial
rule. It?s a time of change, but the old ways die hard. There are still child
marriages in India. Chuyia (played by Sarala), is an eight year old widow. Upon
the death of her husband, she is sent to live in a convent-like compound with
other widows who live ascetic lives.

Beautiful and hopeful, depressing and disturbing, this movie by Indian director
Deepa Mehta will please your senses and prick your conscience. The movie opens
with a quotation from The Laws of Manu, a Hindu holy book.

"Protestantism and Environmentalism: In Quest of a Weberian Approach to
Eco-History"
The "Weber thesis" on the affinity between Protestantism and capitalism is
famous all over the world. But today one could ask whether we need a new version
of this thesis: an interpretation of the affinity between Protestantism and
environmentalism. To be sure, today we have a lot of literature on the
"environmental movement" and "environmental politics"; but we are told quite
different stories, without a clear agreement as to how environmentalism has
evolved. Joachim Radkau has written both an environmental history of the world
("Nature and Power") and a biography of Max Weber. He tries to show that there
are various Weberian approaches which may lead to a more comprehensive and
analytical study of environmentalism.

professor for modern history at the University of Bielefeld. He is an author of

special interest to us are film and exhibition projects. Our language department
offers German courses, workshops and seminars for teachers of German as a
Foreign Language, as well as a wide-ranging testing program to prove proficiency
in German. The Goethe-Institut Washington is responsible for providing cultural
programs and pedagogical and language services to the District of Columbia and
to the states of Maryland, Virginia, West Virginia, and Delaware. A special,
wider-ranging focus of our work involves projects using the electronic media
(internet, radio, and television) for audiences in the USA, Canada, Mexico, and
Cuba. We organize and provide advice about electronic media projects in the
areas of cultural programming, language services, and information on behalf of
the Goethe-Institut locations in these countries.
