PRESENTING AUTHOR
Peter Singer
Professor of Bioethics, Princeton University:
Mr. Singer is Ira W. DeCamp Professor of Bioethics at Princeton
University. He is the author, co-author, or editor of more than
thirty books, including Animal Liberation, widely considered to be
the founding statement of the animal rights movement, Practical
Ethics, One World: Ethics and Globalization, and The Life You Can
Save.

CHAIR
Joy Phumaphi
Vice President, Human Development Network, World Bank
Ms. Phumaphi is Vice President of the World Bank?s Human Development
Network in Washington. D.C. She also chairs the Geneva-based
Partnership for Maternal, Newborn, and Child Health and sits on the
Advisory Panel for the Bill and Melinda Gates Global Health Program.
Before joining the World Bank in February 2007, Ms. Phumaphi served
as Assistant Director General for Family and Community Health at the
World Health Organization (WHO) in Geneva, and represented the World
Health Organization on the Board of the Global Alliance for Vaccines
and Immunizations (GAVI). From 1994-2003, Ms. Phumaphi served
variously as a Member of Parliament, a Cabinet Minister with
responsibility for lands and housing?in the course of which she
developed Botswana?s first national housing policy?and Minister for
Health. During her tenure as Minister, Ms. Phumaphi restructured the
health ministry to make it more focused on results and on
implementing HIV/AIDS prevention, care, and treatment services.

Quentin Wodon
Adviser, Development Dialogue on Values and Ethics, Human
Development Network, World Bank
Mr. Wodon is the Adviser for the Development Dialogue on Values and
Ethics in the Human Development Network at the World Bank. After
completing business and engineering studies, Mr. Wodon worked for
the Belgian Foreign Trade Office and Procter & Gamble. In 1988, he
decided to leave a business career to work on poverty by joining the
volunteer corps of a grassroots and advocacy NGO. He joined the
World Bank ten years ago and now leads the World Bank's work on
issues related to faith, ethics, and development.

Paul Collier
Professor of Economics, Oxford University
Mr. Collier is Professor of Economics and Director of the Center for
the Study of African Economies at Oxford University. His areas of
research cover the causes and consequences of civil war, the effects
of aid, and the problems of democracy in low-income and
natural-resource-rich societies. From April 1998 to April 2003, he
was the Director of Development Research at the World Bank and has
been the advisor to the British government's Commission on Africa.
Mr. Collier is one of the world's leading experts on African
economies and is the author of The Bottom Billionand Breaking the
Conflict Trap, among other books.

CHAIR
Jeffrey Gutman
Vice President, OPCS, World Bank
Mr. Gutman is the Vice President and of the World Bank's Operational
Policy and Country Services Network. He joined the World Bank in
1979 as a Transport Economist in the Latin American and Caribbean
Region (LCR). In 1987, he was appointed Division Chief in the
Infrastructure/Urban Development Anchor. He subsequently served
in various managerial capacities in Infrastructure, Agriculture, and
Environment in the East Asia and Pacific (EAP) and LCR regions. In
2001, he was selected as Director, Strategy and Operations, in the
EAP region. He served as Acting Vice President, EAP, from December
2005 to November 2006.

Sanjay Pradhan
Vice President, WBI, World Bank
Mr. Pradhan is the Vice President of the World Bank Institute. He
joined the World Bank in 1986 as a Young Professional working in the
Western and Eastern Africa Department. In 1991, he joined the Public
Economics Division in DEC, where he carried out pioneering work on
public expenditure analysis and budgetary institutions. From 1997
to 2002, he served first as Sector Manager in ECA PREM, and
subsequently in South Asia PREM based in the field. During this
period he also worked as a Principal Author of the World Development
Report 1997, The State in a Changing World. Appointed Director,
Public Sector Governance, in the PREM Network in 2002, Mr. Pradhan
has played a Bankwide leadership role in the design and
implementation of the Governance and Anticorruption (GAC) Strategy.

Shantayanan Devarajan
Chief Economist, Africa Region, World Bank
Mr. Devarajan is the Chief Economist of the World Bank?s Africa
Region. Since joining the World Bank in 1991, Mr. Devarajan has
been a Principal Economist and Research Manager for Public Economics
in the Development Research Group, as well as the Chief Economist of
the Human Development Network. More recently, Mr. Devarajan was
Chief Economist of the South Asia Region. Mr. Devarajan was the
Director of the World Development Report 2004, Making Services Work
for Poor People. Before 1991, he was on the faculty of Harvard
University ?s John F. Kennedy School of Government. The author or
co-author of over 100 publications, Mr. Devarajan?s research covers
public economics, trade policy, natural resources and the
environment, and general-equilibrium modeling of developing
countries.

Please join us for this discussion-the first of a new series organized by
the EAP Office of the Chief Economist and PREM Director for internal and
external audiences. This seminar will cover Indonesia's economic situation, the
Government of Indonesia's reform program and lessons drawn from the World Bank's
engagement through the proposed Public Expenditure Support Facility Development
Policy Loan with Deferred Drawdown Option. The World Bank's Indonesia team will
be presenting this Financing Package to the Board for approval on March 3.

Summary

A decade after the East Asian economic crisis of the late 1990s Indonesia
achieved a strong turnaround in economic performance, a marked improvement in
governance and a transition to democratic rule. Growth averaged over 6 percent
in both 2007 and 2008, while poverty and unemployment declined. The domestic
reform effort combined with strong global growth and high commodity prices
bouyed domestic growth and reduced the government debt burden from over 80
percent of GDP in 2000 to just over 30 percent currently.

Now global economic forces, which Indonesia did not have any role in creating,
are threatening this progress. The worldwide flight to security has
dramatically affected financial markets and the access to and cost of financing.
The Government of Indonesia and Central Bank proactively moved to address
mounting problems with a program designed to reassure financial markets, sustain
vital public spending, crowd in investment and support trade.

The speakers will present the genesis of the current crisis, its impact and the
measures the Government is taking to face it and the role the World Bank is
playing in support of the Government's efforts. The presentation will cover
Indonesia's macroeconomic circumstances and challenges, the Government's reform
program and the Government of Indonesia's request to the World Bank, the Asian
Development Bank, and other partners to provide contingent financing to sustain
Indonesia's development agenda in the event that markets were inaccessible.

Presenters

Joachim von Amsberg currently manages the World Bank Office in Jakarta,
Indonesia and previously managed the World Bank Offices in the Philippines and
Brazil. He has a wide professional experience as an economist in the World Bank
in the areas of environmental management, rural and urban development, and
infrastructure with professional assignments in Argentina, Brazil, Chile, Egypt,
India, Paraguay, and the Philippines.

William Wallace was previously an economic advisor to the Indonesia Government
for fifteen years in both the Indonesian Planning Agency and the Ministry of
Finance. Since October 2004, he has served as World Bank Lead Economist for
Indonesia in the World Bank Office, Jakarta, responsible for overseeing the
delivery of the Indonesian Team's analytical products and policy-based lending
as well as technical assistance and investment lending.

P.S. Srinivas is Lead Financial Economist, World Bank Office, Jakarta. Over
the past fifteen years at the World Bank, he has worked on finance and private
sector development issues in Latin America and East Asia. He previoulsy worked
at the Asian Development Bank and the private sector.

PANELISTS
Nick Hughes
Head of Global Payments, Vodafone
Mr. Hughes heads up the international mobile payments business unit
at Vodafone Group, a team created to build on the success of M-PESA
? Kenya?s first mobile payment system, which has seen significant
customer uptake over its first two years in operation (+5m
subscribers). Mr. Hughes started the M-PESA concept in 2004 through
some venture funding made available by the UK Government. The
system is now deployed in multiple markets and with a range of
partners. Additionally, the functionality is now extended beyond
simple person-to-person money transfer services, moving towards
broader m-commerce opportunities. This includes micro-credit,
salary and bill payment as well as cross border remittances. Mr.
Hughes joined Vodafone in 2001 from the large energy company BP,
where he worked on international projects, including a prototype
emissions trading system.

Katrin Verclas
Founder, MobileActive.org
Ms. Verclas is a recognized expert in mobile communications for
social impact. She is the co-founder and editor of MobileActive.org,
a global network of practitioners using mobile phones for social
impact. She is also a principal at Calder Strategies, focusing on
mobile strategy, impact evaluation, effectiveness and ROI
assessment, and interactive capacity building. Ms. Verclas is a
co-author of Wireless Technology for Social Change, a report on
trends in mobile use by NGOs with the UN Foundation and Vodafone
Group Foundation, and author of A Mobile Voice: The Use of Mobile
Phones in Citizen Media. Her background is in IT management, IT in
social change organizations, and in philanthropy. She has led
several nonprofit organizations, including a position as the
Executive Director of NTEN: The Nonprofit Technology Network, the
national association of IT professionals working in the more than
one million nonprofit organizations in the United States. Previously
, she served as a program officer at the Proteus Fund, which focused
on the use of technology in civic and democratic participation and
in government transparency. Ms. Verclas serves on the boards of
Mobile Voter and Ushahidi.

Holly Ladd
Vice President, AED Satellife
Ms. Ladd has 25 years of experience in developing, managing, and
implementing projects and overseeing diverse staff and consultants.
As Director of AED-Satellife, Ms. Ladd has pioneered the use of
mobile technologies in remote health settings. She has worked with
a wide spectrum of organizations that include USAID, Centers for
Disease Control and Prevention, EngenderHealth, WHO, World Bank, and
the Red Cross. In these various organizations, she developed
low-cost, state-of-the art technology solutions that address health
information needs in Uganda, Kenya, Ethiopia, Nigeria, South Africa,
Nepal, Tanzania, Bangladesh, Bolivia, and Mozambique. Her technical
areas of expertise include health information management systems
planning and integration; service provision protocol development;
curriculum and training materials development and implementation;
development of systems for management of training along with
monitoring and evaluation.

DISCUSSANT
Jesse Moore
Director, Groupe Speciale Mobile Association (GSMA) Development
Mr. Moore is the Director of the GSMA Development Fund, with
specific focus on mServices. Previously, he worked with Vodafone on
M-PESA, a mobile payment service targeting Kenya?s un-banked
population. From 2002-2006, he founded and directed CARE Enterprise
Partners, the division of the large NGO that provides venture
capital to businesses in the developing world. During this period,
Mr. Moore helped start base of the pyramid businesses in Bangladesh,
Peru and Kenya, and spoke about social investment at dozens of
international conferences and business schools. He has also worked
as a management consultant at Monitor Company.

CHAIR
Gautam Ivatury
Strategic Advisor, Consultative Group to Assist the Poor (CGAP)
Mr. Ivatury is a member of the Board of Directors of the Society for
International Development (Washington), and a Strategic Advisor to
CGAP, the global microfinance resource center housed at the World
Bank. From 2003 through 2008, he led CGAP's work in microfinance and
technology, including setting up and managing a program co-funded by
the Bill and Melinda Gates Foundation to demonstrate the potential
of mobile phones and branchless banking for the poor. Before joining
CGAP in 2003, Mr. Ivatury helped manage SKS Microfinance, India's
largest microfinance institution (now serving 5m households), and
founded a company to connect U.S. universities and foreign students
through the Internet. He has worked in investment and commercial
banking in the electric power industry at Donaldson Lufkin &
Jenrette and the International Finance Corporation. Mr. Ivatury
writes on microfinance and technology at http://technology.cgap.org.

John Garrison
Senior Civil Society Specialist, World Bank
Mr. Garrison joined the World Bank in 1996 as a Civil Society
Specialist and spent the first five years working in the World
Bank's office in Brasilia, Brazil. He currently works on the Global
Civil Society Team, where he helps to formulate engagement
strategies, provides technical advice to senior management, and
undertakes outreach activities with CSOs. Before joining the Bank,
he worked for a number of development and human rights organizations
in Latin America and the U.S., including the Interamerican
Foundation and the Washington Office on Latin America.

PRESENTING AUTHORS
Robin Broad
Professor, School of International Service, American University
Ms. Broad is Professor of International Development at the School of
International Service at American University. She has worked as an
international economist for the U.S. Treasury Department, for
then-Congressman Charles Schumer, and for the Carnegie Endowment for
International Peace. She is the author or co-author of numerous
books and articles on development, globalization, and the
environment. She has worked for several years in the Philippines,
and has done field research in numerous other countries.

John Cavanagh
Director, Institute for Policy Studies
Mr. Cavanagh has been the Director of the Institute for Policy
Studies since 1998. He is a former official of the UN Conference on
Trade and Development and the World Health Organization, and is
co-author of 13 books and numerous articles on the global economy.
He serves on the Civil Society Advisory Committee of UNDP and on the
boards of several non-profits. This husband and wife team traveled
from Geneva to the rural Philippines to Washington D.C., to write
this book as well as their award-winning Plundering Paradise: The
Struggle for the Environment in the Philippines.

DISCUSSANTS
Hassan Zaman
Lead Economist, World Bank
Mr. Zaman, a Bangladeshi national, is currently a Lead Economist in
the central Poverty Reduction Group of the World Bank. In his ten
years at the World Bank, Mr. Zaman has also worked in the Africa and
South Asia regions as a country economist during which time he was
part of a range of policy reform and investment loans. He has
carried out analytical work on food prices, public expenditures,
poverty, micro-finance and NGOs.

Rick Rowden
Independent Consultant
Mr. Rowden worked most recently for ActionAid International USA,
where he focused on monitoring the macro-economic policies and
improving the accountability and transparency of the IMF and World
Bank. Prior to coming to ActionAid, he worked as a policy researcher
and advocate with other D.C.-based international economic justice
advocacy NGOs, including RESULTS Educational Fund and as a board
member of the Jubilee USA Network. Before coming to Washington D.C.
in 2000, he taught at California State University at Monterey Bay
and Golden Gate University in San Francisco.
